This is the master-side service which receives file change notifications from version-control systems.

It is a Twisted service, which has instances of buildbot.interfaces.IChangeSource as child services. These are added by the master with addSource.

Special descriptor for class __provides__

The descriptor caches the implementedBy info, so that
we can get declarations for objects without instance-specific
interfaces a bit quicker.

For example:
