A wrapper around `sqlalchemy.create_engine` that handles all of the special cases that Buildbot needs. Those include:

Classes
	ReconnectingListener
	BuildbotEngineStrategy A subclass of the ThreadLocalEngineStrategy that can effectively interact with Buildbot.
